You can re-enable it in web ui:

Admin -> Spacewalk configuration -> General and
Admin -> Spacewalk configuration -> Monitoring.

Or you can run as root:

# /usr/share/spacewalk/setup/upgrade/rhn-enable-monitoring.pl --enable-scout
# rhn-satellite restart
