I quite like this idea, although probably storage of scripts (as small
as you like) rather than individual commands. We've already got API
calls for scheduling a script to run and coming back later to check for
the results, as well as some nice UI components for storing and
re-using scripts in kickstarts. It would be nice to unify the two and
allow the scheduling of those scripts to be run outside kickstart as you
suggest. Might even be some room to integrate with cobbler snippits too.

IMO the pieces are probably already in place, just needs a bit of UI
love and possibly some changes for the existing kickstart script
edit/storage to make it a little more generic, though I doubt there'd be
much.
