Is there a reason you have to have an unsigned package?  The easiest way
to solve this problem is to sign the package and add the key to the
channel and system.  Working-around to disable key checking is actually
more troublesome than just signing the package typically.  It is doable,
but better to have the use case and send you down the right path before
providing an answer.
