That is very strange that telnet can connect but osa-dispatcher can't. 
Are they connecting to the same IP/port?

Let's try 2 more things:

# osa-dispatcher -N -vvvvvvvvvvvv

and look in the output for anything suspicious that might be causing 
this, and then if that doesn't:

# strace -fe trace=network osa-dispatcher -N
(and if that doesn't work, just `strace -f osa-dispatcher -N')
