That is not the official solution.  It sounds like the package cache
generation process isnt' running.

1.  Is the taskomatic service running?
2.  Do you see any errors in /var/log/rhn_taskomatic.log ?

3.  Can you run the following query:

#sqlplus spacewalk/spacewalk at xe
sql> select task_name, task_data from rhnTaskQueue;
