I think you hit https://bugzilla.redhat.com/show_bug.cgi?id=658422 which
has been fixed in nightly spacewalk-backend-1.3.29-1.

We are not planning to release fix for Spacewalk 1.2 at the moment
you can apply manually fix from commit
37efecb997ef90a71269fc6594f02ff9eb6c1f6e in the meantime.
