This is default value of osa_ssl_cert option. It's overriden during
spacewalk-setup to '/var/www/html/pub/RHN-ORG-TRUSTED-SSL-CERT' which
is put to /etc/rhn/rhn.conf.

It seems that your installation went wrong or your /etc/rhn/rhn.conf has
been modified.
