Even when I try to yum upgrade from the Oracle Linux clients manually, it appears that the client does not see any updated packages, although there are some visible in the web UI. Looks like the sync happens only partially.

This is most likely bug https://bugzilla.redhat.com/show_bug.cgi?id=860860
which has been fixed in spacewalk-backend-1.9.1-1.

If you want to fix your spacewalk 1.8 you may safely apply patch
