[Spacewalk-list] Limit channel subscriptions

However that will not solve my issue with users manually assigning the system to the channel.

You can limit the amount of subscriptions on the activation key level. (the "Usage" field for an activation key) E.g.: Add that specific channel to only one activation key with the number you want and voila.
