Hmm, my freshly installed RHEL 6.3 shows the same as RHEL6.4:

# cat /etc/redhat-release 
Red Hat Enterprise Linux Server release 6.3 (Santiago)
# groups root
root : root

Are you sure, you use default installation/kickstart/setup?
