I'm currently using spacewalk v1.5 .
Is there any way to change the "Config quota"?
The only option I know of is the global "web.maximum_config_file_size" in "/etc/rhn/rhn.conf".

Yes, it's application specific error. Config quota used to limit total
size of configuration files per organization in spacewalk.
BTW config file quota has been removed in Spacewal 1.8.
