[Spacewalk-list] "Differences exist in a file that is not readable by all" confuses me

I get the following respose:

Differences exist in a file that is not readable by all. Re-deployment of
configuration file is recommended.


When I try to schedule a diff on a world readable file:

[root at omhq1bfd ~]# ll --lcontext
/usr/lib/python2.7/site-packages/spacewalk/server/rhnSQL/driver_postgresql.py
-rw-rw-r--. 1 system_u:object_r:lib_t:s0       root root 12228 Oct 31  2012
/usr/lib/python2.7/site-packages/spacewalk/server/rhnSQL/driver_postgresql.py


It works fine on a different server with the exact same permissions:

[root at omhq1bfe ~]# ll --lcontext
/usr/lib/python2.7/site-packages/spacewalk/server/rhnSQL/driver_postgresql.py
-rw-rw-r--. 1 system_u:object_r:lib_t:s0       root root 12263 May  1 11:55
/usr/lib/python2.7/site-packages/spacewalk/server/rhnSQL/driver_postgresql.py


The server is 1.7. The working client has rhncfg-client-5.10.27-1.fc15 and
the not working client has rhncfg-client-5.10.36-1.fc16
