Thanks!  This additional patch makes a huge difference.

I tested it with 250 osad clients running simultaneously and the peak connection count was about 115 and it still seems to drop quickly when activity ceases.  Performance was noticeably better than it's been in a very long time.  When I do additional runs after it warms up the numbers are even lower at ~60.

I sincerely appreciate the help!  You just saved me quite a bit of effort to roll back and validate 1.8 again.
