If you want to turn off gpg checks globally for all packages coming from
spacewalk (not recommended), you would need to have the followin set in
/etc/yum/pluginconf.d/rhnplugin.conf:

<snip>
[main]
enabled = 1
gpgcheck = 0
</snip>
