Thanks Matt,
The only command I had not run previously was to clean metadata. After
doing the clean commands again and queuing an update, I now see the
following error on the console. While on the client I still see the empty
transaction list error. Any logs that might help, I can provide. Still
poking at it now.

What I do find interesting is that at 453P yesterday, some updates actually
made it through and applied properly, so the lack of consistency with no
changes is interesting.
