Some further background:

Adding

<form-property name="no_scrub" type="java.lang.String"
initial="script_body" />

to the file /var/lib/tomcat[56]/webapps/rhn/WEB-INF/struts-config.xml fixes
characters being scrubbed out of remote commands for an individual server,
but not for multiple servers being issued commands via SSM (but not via the
XMLRPC interface). I'm hoping that someone has also fixed the issues with
SSM.
