Hello Ethan,

Unfortunately the HowToInstall page is a bit misleading. Spacewalk 2.2
server has been released only on RHEL 5 and 6, not on RHEL 7. It
contains only RHEL 7 client support. (Which is correctly stated in
Release Notes.)

Support for Spacewalk server running on RHEL 7 is in current nightly
repo which means it will be available in the next release.
