you need more than just the pxeboot directory
here is the command I use

 cp -r <path to mounted disk or
ISO>/{.treeinfo,images,isolinux,TRANS.TBL}
/var/satellite/distro-trees/<distro name version and arch>
# I dont think i need the TRANS.TBL file but it doesn't hurt

also check the cobbler logs
