Unfortunately below command does not work
#rpm -Uvh http://yum.spacewalkproject.org/2.2-client/RHEL/7/x86_64/spacewalk-client-repo-2.2-1.el7.noarch.rpm

Not sure what is blocking it on RHEL7 client. Googling ……

The requested URL returned error: 403 Proxy Unacknowledged Suggests it could be a proxy issue on your end :), you may need to add proxy setting or authentication on your client
Also you copied the RPM install to the wget :)!
