No, it doesn't, it only removes the database references. This is so that Spacewalk can re-use the on-disk package if it gets synced back (and prevents Spacewalk from deleting thousands of files if the upstream repo misconfigures their metadata, for example).

If you want to remove the files, you need to run spacewalk-data-fsck with the --remove option.
