If you mean remote action waiting for 12 hours to be picked up, check if
rhnsd service on given client is running (checks for new events every 4
hours by default), or if you are using osad (should pick events in
seconds), check that service. What does `rhn_check -vv` say when
executed on the server with stacked event?

Note you can not have osad on Spacewalk itself.

Check servers logs (/var/log/httpd/error_log /var/log/tomcat*/catalina.out) as well.
