Ok it worked with me first time now facing the same issue , I removed the epel repo and still facing the issue any thing I missed ?
[root at vm1 yum.repos.d]# yum install cobbler-loaders

Hello,
To resolve this conflict install cobbler20 (from spacewalk repo) and exclude cobbler-epel (from epel repo).
