[Spacewalk-list] osa-dispatcher installation on spacewalk proxy

It's extremely brittle... I struggled for months getting a global load
balancer (GTM) placed in front of the Spacewalk proxies and terminating
SSL, only to eventually give up and point my systems back at the master.
We have the systems pointed at the GTM now, however there were multiple
Jabber updates needed to make that go, and I only see a fraction of systems
in online state at a time (1k out of 6k total).

I think there is some Python code for OSAD and some Jabber dependencies
that expect individual systems to do stuff like dialback and traffic
routing.  Also, when a system registers/connects to Spacewalk an entry is
placed in Postgres for the Proxy server it connects through.  Unfortunately
this complicates sending actions from the GUI as the action doesn't seem to
reach the client.  Maybe something like sticky sessions would be helpful in
this case...
