[Spacewalk-list] Comps problem

I've been getting errors like this lately:

IOError: [Errno 2] No such file or directory:
'/var/satellite/rhn/comps/epel-centos7-x86_64/<hash>-comps-epel7.xml'

And those files do not exist, so it seems like whatever is responsible for
creating them is failing.  Can anyone point me at what is responsible for
this file creation and how I might fix it?
