There is not "rhnsd" with the switch to systemd timers. On CentOS 7 I 
don't find the file /etc/sysconfig/rhn/rhnsd anymore. It shouldn't be 
there anymore if it uses the timer.

If you still have the file it may have been abandoned and not been 
removed by the latest update. Check if any installed package is owner of 
that file...
