[Spacewalk-list] why does channel promotion fail?

I can't see why this channel promotion fails:
$ spacewalk-manage-channel-lifecycle -c epel7_x86_84 --promote -d

 . . .  when there is currently no dev-epel7_x86_64 channel!
$ spacecmd softwarechannel_list | grep dev-epel7_x86_84 || echo 'cannot
find it'
cannot find it

Any advice?
