Fresh install of Spacewalk 2.9 on CentOS Linux release 7.7.1908

After I create a new user, I cannot modify the roles. When I submit the
Update button I get the http error page below:

HTTP Status 403 - Validation of CSRF security token failed
type Status report
message *Validation of CSRF security token failed*
description *Access to the specified resource has been forbidden.*

Apache Tomcat/7.0.76

I found this old thread
https://www.redhat.com/archives/spacewalk-list/2017-February/msg00072.html from
2017 with no resolution.

What logs should I be looking at to find the problem?
