I have chosen "usmqe" prefix for repositories based on the name of
our qe team. This would make it clear that those repositories are
owned by usmqe team.

While I understand the idea of having the name aligned, based on our
current experiences of naming the projects both upstream and downstream,
I would rather not rename our repositories, modules or any other code.

Approach of our team is to default to GPLv3 license, unless we have
a specific reason to license particular component with a different
license. I'm checking the details right now to make sure that it would
work for us as intended, so we may change the default if I find some
good reason to do so.
