I have renamed the Tendrl ruby client to follow ruby gem naming convention to tendrl-ruby

We have started work on ruby [0] and python [1] CLI client and language
bindings for the tendrl-api

Goals:
- provide language bindings wrapping the tendrl-api
- provide CLI access to the tendrl-api
