2.4.9-ac5 arp problem

I downloaded a fresh 2.4.9 kernel & patched it with tux2-full-2.4.9-C0,
giving me 2.4.9-ac5. I compiled Tux as a module, but never got as far as
using it. I was seeing arp-related problems. My daemons appeared to be
running fine. You could hit www, sshd, IMAP, STMP, etc. But pings /from/ the
box out were very slow and had lots of packet loss. Pings /to/ the machine
seemed Ok. I could do a `ping localhost`, but I couldn't ping it's IP on
eth0, nor any of it's virtual IPs. An `arp -a` would output:

[myhost] ([myIP]) at <incomplete> on eth0

Other hosts were <incomplete> as well. I went back to 2.4.7 and everything
was fine (but no Tux).

eepro100, KRUD 7.1 (RH 7.1 derivative), Athlon 1Ghz, 640megs RAM.

Ideas?
