Don't know why it doesn't use /dev/ttyS1, The numbering on my systems goes 
from S0, S1, ... SR9

To change them you can use "setserial".  See "man setserial" for further 
detail.
e.g. "setserial /dev/ttyS0 irq 4 port 0x03f8 uart 16550a"
