But adsl-start is used from ifup-ppp.

Red Hat have modified rp-pppoe to support
/etc/sysconfig/network-scripts/ifcfg-ppp* instead of just
/etc/ppp/pppoe.conf. To make it compatible with the other ifcfg*
scripts, they had to rename a few variables in that config options
script.

Now it doesn't make a big difference whether you use ifup ppp0 or
adsl-start. And adsl-setup does still work, too.
