I'm not sure if this will solve your problem or not, but it's worth a try.

I've built the kernel without difficulty like so:

o install kernel-source-2.4.20-13.7.rpm
o cd /usr/src/linux-2.4.20-13.7
o make mrproper
o cp configs/kernel-2.4.20-i686.config .config
o make oldconfig
o make dep
o make bzImage

The make mrproper step is the one I'd question leaving out. Builds fail 
without it, however, normally the failure occurs while building modules.
