Add the -r option to /etc/sysconfig/syslog on the SYSLOGD_OPTIONS= line.

In other workds, change:
SYSLOGD_OPTIONS="-m 0"
	to
SYSLOGD_OPTIONS="-r -m 0"

Then run "service syslog restart".
