edit /etc/hosts     add ip off windows host tab name  ie:

192.168.0.25      windows host name

Then edit /etc/hosts/allow

ALL: 192.168.0    allows all protocols from 192.168.0 network, or can just
add telnet
or
in.telnetd: local or 192.168.0
