[vfio-users] Not all hugepages are available on host after boot

Hello,

I have noticed that after boot when specifying N hugepages there are only
N-7 free of them. And 64 pages from N-7 are reserved for some cases. Could
anybody explain why this happens? I have to specify N+71 hugepages to be
able to use N in my guests.
