Yeah, fps can drop down to about 5% in some places...if not more. The
game is called Tera by Enmasse. Like Borderlands it also uses Unreal
Engine 3. Its not a very demanding game. I have it on a clean install
of Windows 10 Pro.

IIRC with Borderlands the processor debug registers were getting
pounded and Windows was nagging a unenlightened time source. I don't
think that is the story here...but it could be.

If I don't get this sorted in the next day or two I'll come back with
full dmesg, iommu groupings/isolations and system info.
