I forget, are you using OVMF?  If you have multiple VGA devices on the same
PCI bus, which is how things generally appear to the guest, the guest needs
to disable I/O and memory access to all the cards other than the one it
wants to talk to through the VGA address space.  So, non-VGA mode may also
be a requirement.
