[vfio-users] Intel PCH ACS quirks on Z97

I am using 4.1.7 but was looking into 4.2.1 folder for the PCI IDs.
Thanks for pointing this out. Will try to backport it into 4.1 as I have
problems with networking on 4.2(.1)
