Ok, since Tera is free to play, I spent some time on this and unfortunately
I think our friends at Nvidia are to blame. I tried the game on a Quadro
VM with lesser hardware than your GTX970 and I can hit about 80fps looking
at the ground or sky, looking out across the newbie training area this
drops into the 40s. Then I shutdown the VM, disabled the hyper-v
extensions, specifically hv_time, and tried again. The frame rate is more
or less cut in half and graphics settings barely seem to make a
difference. My guess is that since this is a multiplayer network game,
it's really hammering on the time source for all the network packets and
using a paravirt time source makes a massive difference.
