FYI there is an intel confidential internal tool called "EEUpdate" as long as you can find a "normal" EEPROM image with the features you want then you can flash it to your card. You can find an EFI version of the tool on IBM's support website, I suppose this could be a way to "fix" the cheaply available dell cards to enable SR-IOV
