I just followed all the corrections and run your rom-fixer and found that a VGA-configured-as-primary VBIOS dump did work after modifying device id from 0406 to the actual id.

igd-passthru=on is only a Xen option, the QEMU help should be fixed to

x-vga=on is unnecessary when using legacy igd assignment, no harm
though.

IGD ROMs dumped via the method you linked generally include the wrong
device ID and have a bad checksum, you can use my rom-fixer tool to
correct those: https://github.com/awilliam/rom-parser This could be
the cause for no output from SeaBIOS, but I have no idea if your OPS
display output adds additional hurdles.
