[vfio-users] win7 report that the device cannot find enough free resources with a GPU behind a pci bridge

Hi,

I found that win7/win2012r2 reported  "This device cannot find enough free resources that it can use"
with a NVIDIA GPU passthrough behind a PCI Bridge.
Here is a part of my xml:

      <model name='pci-bridge'/>
      <target chassisNr='1'/>
      <address type='pci' domain='0x0000' bus='0x00' slot='0x03' function='0x0'/>
</controller>
        <hostdev mode='subsystem' type='pci' managed='yes'>
          <driver name='vfio'/>
          <source>
            <address domainis='0x0000' bus='0x85' slot='0x0' function='0x0'/>
          </source>
<address type='pci' domain='0x0000' bus='0x01' slot='0x01' function='0x0'/>

There is a similar problem in https://bugzilla.redhat.com/show_bug.cgi?id=1273172 but I still don't know what
Is the root cause .
