[vfio-users] libvirt.libvirtError: unsupported configuration: host doesn't support passthrough of host PCI devices

Did you update your grub.cfg atfer modyfing GRUB_CMDLINE_LINUX to have
intel_iommu=on and such? It is not present in your dump of /proc/cmdline
so it looks like it is not passed to kernel at boot time.
