I'm thinking this format is rather verbose. Could we do it like

   <datamap id="......">
     <entry inval="XXXX" outval="YYYY"/>
     <entry inval="XXXX" outval="YYYY"/>
     <entry inval="XXXX" outval="YYYY"/>
     <entry inval="XXXX" outval="YYYY"/>
     <entry inval="XXXX" outval="YYYY"/>
   </datamap>
