IMO it is going to increase your chances that xen + libvirt + virt-manager
work well together. But there are known issues on f16 as well:

Not as major as what you are hitting I don't think but still pretty annoying.

But honestly unless you have specific reasons for using xen I'd recommend
using kvm instead.
