The QXL device has a VGA fallback mode. So even if the guest OS does not
have any QXL drivers installed, it can still operate in VGA mode.

As such, GNOME Boxes will unconditonally enable SPICE + QXL for all guest
OS. So I think virt-manager is fine to also unconditonally enable QXL if
SPICE is used.
