This looks like https://bugs.freedesktop.org/show_bug.cgi?id=61876 which is
fixed only in cairo.git. Alternatively, you can use an older stable version
of cairo.

The --arch option was added in
https://git.gnome.org/browse/msitools/commit/?id=457124eb
but this commit does not seem to have made it into a release yet.
