It looks like this is a problem in pagure.io setup. It is not serving any
Content-Type header at all for .msi files.

They've also set "X-Content-Type-Options: nosniff" header which disables
automatic mime-type sniffing by the browser

Different browseres honour nosniff in different ways, hence the difference
between firefox & chrome, the latter appears stricter.
