Hi Peter,

There is only one possible simple fix, remove that line from the
virt-manager.spec file.

Support for Recommends in RPM was introduced in version 4.12.0 but the
version available on CentOS 7.6 is 4.11.1.  The same applies to the
Suggests tag.
